PARLIAMENTARY WORK
As President of Parliament and the country’s first citizen, Claude must adopt a neutral stance. As a member of the CSV parliamentary group, he votes on laws, but he himself does not take positions in the plenary. Abroad too, he represents all MPs of every stripe.
He sees the Chamber as an institution that must constantly adapt to change. Faster, fully transparent decision-making, more dynamic and also more engaging debates—this is what citizens demand today. There is a time to debate and a time to decide, Claude stresses, and this entire process must take place with complete transparency. That is why Claude has already set various reforms in motion:
Speaking times were shortened.
In the meantime, almost every committee meeting is broadcast to the outside.
The transparency register was given clearer rules, so it is possible to see who wants to influence MPs.
From 2026 onwards, parliamentary group finances will be audited by the Cour des comptes.
The scientific unit was strengthened to support MPs’ work with research.
A Visitors ’ Center is being created in the Gilly House.
Still under discussion are new forms of citizen participation, the status of an MP—linked to the discussion about holding multiple mandates—and a range of work on the electoral law to adapt it to today’s realities.
